NEON HYBRID PIGMENTS

Our HYBRID loose powders turn into matte eyeliner, matte eye shadows or body face paint.  Activates by adding a small amount of water.  They are smudge proof when dry. They come in fun 90’s NEÓN colors and glow under black light.  Can be used WET OR DRY. 5 grams
